GENERAL
The Engineer assigned to the work will be responsible for direct supervision of the Contractor’s operation. He will be given technical assistance by the Region Resource Analyst and Roadside Development personnel.
The contract completion date covers the period of planting, establishment and replacement of unsatisfactory plants, according to the Standard Specifications for Construction.
MATERIALS
Plant materials may be inspected by Roadside Development personnel who will submit Form 1198 covering visual inspection of the plant materials for the project.
The Engineer will submit Form 1198 covering visual inspection for all incidental materials, such as wound dressing, wire, stakes, hose, twine, wrapping paper, mulch, topsoil, peat moss, etc. One report covering all materials used during the project will be sufficient.
CONSTRUCTION

Checklist for Inspection

The planting position will be staked by project personnel with assistance of the Region Resource Analyst or Roadside Development personnel. |

During staking operations, record any change in plant location or species on the plans. This record will fulfill the requirements for documentation of location of the various plants. This report is subject to revision to cover changes made during construction and at the final inspection. |

The inspector assigned to the project during construction operations should contact the Region Resource Analyst to request inspections of planting operations as the work progresses. |

Frequent inspection is required during preparation of soil and actual planting, but such operations as excavation of holes, bracing and guying, and mulching will only require spot-checking for conformance with contract requirements. |

Inspection will be required continually during replacement planting after the first and second growing seasons. |

Document interim estimate quantities on the IDR and report the number of plants of each size and species, location with reference to the sheet number of the plans, side of the road and observation on hole size. Also, record comments concerning the quality and progress of the work. Locating the individual plants by distance and stationing is not necessary. |
MEASUREMENT AND PAYMENT
Final Inspection
Final inspection of the work will be made by the Region Resource Analyst, accompanied by personnel from either the project or Region, and possibly representatives of the Roadside Development Unit. During final inspection, the plants will be checked for conformance with contract requirements. The marked construction plans, the inspector’s daily reports and a report similar to the end-of-establishing report (prepared after replacement planting has been completed) will fulfill the requirements of final documentation. The documents will serve as the basis for preparation of the final estimate on the project.
The final acceptance will be based on the end of each growing season report and the final report of dead and unaccepted plants, and may include plant-by-plant inspection.
The Region Resource Analyst will certify in writing that the plant materials are the species indicated in the proposal or approved substitutions. This letter will constitute the basis for the final materials certifications.
