Materials Quality Assurance (QA) sampling and testing procedures described in this manual have been developed by Michigan Department of Transportation (MDOT) in accordance with Title 23, of The Code of Federal Regulations, Part 637. Objectives of the program include the design and implementation of sampling and testing procedures to assure that materials are in reasonably close conformity with plans and specifications. The Materials QA program includes acceptance sampling and testing, independent assurance testing, project materials certification, retention of sampling and testing records, verification of test procedures, calibration of testing apparatus and participation in the development and implementation of technical training for personnel involved in materials sampling and testing.

2018 Summary of Revisions to the MQAP

The Construction Field Services (CFS) Division has revised the Materials Quality Assurance Procedures (MQAP) Manual. A brief description of the major revisions is presented below.

Manual Section

1.05 Removed this chapter as the content for random sampling by the cube root method is no longer used.

1.05 Renumbered Section 1.06 to 1.05. Removed Section 1.05.06 of this chapter as it is covered by other contract documents. Removed concrete coring information as it is covered by other contract documents. Removed the details pertaining to relocation of a core in relation to transverse direction and proximity to the edge of pavement. This direction is defined in other contract documents.

1.08 Renumbered Section 1.09 to 1.08. Removed section 1.08.03.E that documented the testing requirements for warehouse items.

3.01 Removed the requirement for qualified product listed materials to be documented via a general certification.

3.08 Added requirements for third party certification for qualification of new plants. Revised section 3.08.12 to include annual requirements for plant certifications.

4.04 Added requirements for submittal and processing of the Materials Source List (form 501).

4.07 Added reference to the Load Transfer Assembly Inspection Report (form 0553).

4.11 Added requirements for submittal and processing of the Materials Source List (form 501).

4.12 Numerous revisions to this chapter.

6.06 Revised the qualification procedure to include new specifications for penetrating water repellent treatment for concrete surfaces.

6.23 Replaced the Class B Bury qualification procedure with the Class A, B and F Bury qualification procedure.

6.38 Added new qualification procedure for the evaluation of wet reflective beads and elements per 920.02.C. Subsequent qualification procedures were re-indexed to reflect the entry of this new procedure.

7.01 See the following table for major revisions made to the Materials Acceptance Requirements Table.

Aggregate sampling frequencies have been revised for all specified aggregate types presented in the table to cross reference to the Procedures for Aggregate Inspection Manual.

Changed the basis of acceptance for all QPL materials from general certification to Visual Inspection (VI) in the table.

Materials Acceptance Requirements Table Special Instructions Revisions:

902 Added Special Instructions pertaining to the Pre-Qualified Supplier Program in the Procedures for Aggregate Inspection Manual. Specifically, how Project Engineers are to document passing QA tests with Region personnel.

909.06 Revised instructions to remove redundant information. Revised instructions for perforated pipe to indicate that tested stock is not permitted for clarification.

2017 Summary of Revisions to the MQAP

The Construction Field Services (CFS) Division has revised the Materials Quality Assurance Procedures (MQAP) Manual. A brief description of the major revisions is presented below.

3.03 Removed “902.01 Aggregates - See Section 3.04.08 of this manual.” from the Schedule No. 2 Special Instructions. Removed “904.03C Emulsified Asphalt - See Section 3.06.06 of this manual.” from the Schedule No. 2 Special Instructions as this process is not applicable to the Region Materials staff. Added Operations Field Services sampling responsibilities for Pre-stressing Strand to the Schedule II Certification Verification Special Instructions.

4.04 Added Section 4.04.06 to define Stockpile Payment procedures when requested of and implemented by the Structural Fabrication Unit.

4.05 Added Section 4.05.07 to define Stockpile Payment procedures when requested of and implemented by the Structural Fabrication Unit.

4.06Added Section 4.06.06 to define Stockpile Payment procedures when requested of and implemented by the Structural Fabrication Unit.

4.07 Revised this chapter to redefine the fabrication inspection of Load Transfer Assemblies for Transverse Joints. Frequency of inspections was changed, allowable Visual Inspection limits were modified and the method of documentation of these inspections was revised.

4.11Added Section 4.11.06 to define Stockpile Payment procedures when requested of and implemented by the Structural Fabrication Unit.

6.04Revised the submittal process for the qualified products evaluation procedure of Non-Shrinking Mortar and Grout, Premixed, Type H-1 (Non-Metallic). Revised physical requirements reporting.

2016 Summary of Revisions to the MQAP

The Construction Field Services (CFS) Division has revised the Materials Quality Assurance Procedures (MQAP) Manual. A brief description of the major revisions is presented below.

Manual Section

1.08 Revised this chapter to include methods of tagging samples.

3.01 Revised the Certification Documentation requirements. Eliminated the quantity requirement, clarified that the material can be certified by the contractor, and included language to clarify the general certification requirements of QPL products.

3.07 Revised this chapter to include slag cement.

3.08 Revised this chapter to include submittal requirements for qualifying new facilities.

3.09 Deleted chapter 3.09 Temporary Concrete Barrier in its entirety and replaced it with Concrete Pipe, Culvert, and Related Items, previously chapter 3.10.

3.10 Revised this chapter to remove the fabrication inspection and acceptance of culverts, revised to chapter 3.09.

4.04 Significant revisions to this chapter have occurred.

4.05 Significant revisions to this chapter have occurred.

4.06 Significant revisions to this chapter have occurred. Combined chapter 4.10 (Tower Lighting Unit Fabrication) and 4.11 (Traffic Signal Mast Arm Pole and Mast Arm) into this chapter.
