Guidance on use of HMA initiative
This rescinds the information in Design Update 2006-3 item #1.
FREEWAY AND NON-FREEWAY PROJECTS: (warranted and non-warranted) Superpave – HMA INITIATIVE quantity is the total of all HMA including hand patching, approaches and shoulders (include 03SP504(C) SUPERPAVE HOT MIX ASPHALT PERCENT WITHIN LIMITS (PWL) in the proposal)

HMA, TEMP, PAVT, (mix type) No HMA INITIATIVE paid when using FUSP 03SP502U.
MULTIPLE JOB NUMBERS: Treat each job number as an individual project when calculating the HMA INITIATIVE.
VISUAL INSPECTION Projects with superpave hot mixed asphalt should use the appropriate frequently used special provision 03SP504(C) or 03SP504(D) regardless of the amount of tonnage in the project. HMA Quality Initiative may or may not be paid on the project depending on the tonnage in the contract and the approval of the Delivery Engineer. Projects with less than 500 tons of a single mix may be eligible for the use of Visual Inspection (VI) of the superpave mix. If the VI option is chosen, then no HMA Quality Initiative should be figured for the project but a Notice to Bidders should be attached to the proposal stating so. (See attached).
In accordance with the Special Provision for Superpave Hot Mix Asphalt Percent Within Limits (PWL) 03SP504(C), the hot mixed asphalt will be visually inspected and HMA Quality Initiative will not be paid for in this project.
Traffic & Safety Special Provisions
The Traffic & Safety Special Provisions are considered unique and when submitting for The Plan Review and OEC meetings the signing (03T810), pavement marking (03T811 & 812), and the signal (03T819 & 820) Special Provisions should be included along with the respective checklist. The Traffic & Safety checklists are a tool used to compile the Special Provisions. The signing (03T810) and pavement marking (03T811 & 812) can be combined into one checklist and the signal (03T819 & 820) should be a separate checklist.
- To create separate checklists you need to do the following:
- Select the list you want (deselect the others)
- Hit the update button
- Open the checklist.
- Compile the SPs and save the package to your computer.
Checklist for Constructability Review
The Checklist for Preliminary Constructability Review – Early Project Scoping (form 1961) should be included in your Plan Review submittal.
The Checklist for Constructability Review (form 1960) must be completed and signed by both Development and Delivery staff and included in your OEC submittal.
