Materials Quality Assurance (QA) sampling and testing procedures described in this manual have been developed by Michigan Department of Transportation (MDOT) in accordance with Title 23, of The Code of Federal Regulations, Part 637.  Objectives of the program include the design and implementation of sampling and testing procedures to assure that materials are in reasonably close conformity with plans and specifications.  The Materials QA program includes acceptance sampling and testing, independent assurance testing, project materials certification, retention of sampling and testing records, verification of test procedures, calibration of testing apparatus and participation in the development and implementation of technical training for personnel involved in materials sampling and testing.

Materials Quality Assurance (QA) sampling and testing procedures described in this manual have been developed by Michigan Department of Transportation (MDOT) in accordance with Title 23, of The Code of Federal Regulations, Part 637. Objectives of the program include the design and implementation of sampling and testing procedures to assure that materials are in reasonably close conformity with plans and specifications. The Materials QA program includes acceptance sampling and testing, independent assurance testing, project materials certification, retention of sampling and testing records, verification of test procedures, calibration of testing apparatus and participation in the development and implementation of technical training for personnel involved in materials sampling and testing.

2016 Summary of Revisions to the MQAP

The Construction Field Services (CFS) Division has revised the Materials Quality Assurance Procedures (MQAP) Manual. A brief description of the major revisions is presented below.

Manual Section

1.08 Revised this chapter to include methods of tagging samples.

3.01 Revised the Certification Documentation requirements. Eliminated the quantity requirement, clarified that the material can be certified by the contractor, and included language to clarify the general certification requirements of QPL products.

3.07 Revised this chapter to include slag cement.

3.08 Revised this chapter to include submittal requirements for qualifying new facilities.

3.09 Deleted chapter 3.09 Temporary Concrete Barrier in its entirety and replaced it with Concrete Pipe, Culvert, and Related Items, previously chapter 3.10.

3.10 Revised this chapter to remove the fabrication inspection and acceptance of culverts, revised to chapter 3.09.

4.04 Significant revisions to this chapter have occurred.

4.05 Significant revisions to this chapter have occurred.

4.06 Significant revisions to this chapter have occurred. Combined chapter 4.10 (Tower Lighting Unit Fabrication) and 4.11 (Traffic Signal Mast Arm Pole and Mast Arm) into this chapter.

4.10 Replaced with new chapter Temporary Traffic Control Certification and Acceptance Procedure.

4.11Replaced with new chapter Non-Prestressed Structural Precast Concrete Fabrication.

4.13Significant revisions to this chapter have occurred.

6.17 Revised the submittal procedure and yearly update procedure for the qualification of admixtures for concrete.

6.39 Revised procedure to allow for the qualification of black colored temporary pavement marking materials.

Note: Numerous Special Instructions were added per the Structural Fabrication Unit to remove language from the Remarks column of the Acceptance Requirements Table to allow for more detail to be presented in the special instruction/remark noted.

910.03 Geotextiles - Revised the First Sample frequency requirement and the maximum VI per the Geotechnical Services Unit.
