Materials Quality Assurance (QA) sampling and testing procedures described in this manual have been developed by Michigan Department of Transportation (MDOT) in accordance with Title 23, of The Code of Federal Regulations, Part 637. Objectives of the program include the design and implementation of sampling and testing procedures to assure that materials are in reasonably close conformity with plans and specifications. The Materials QA program includes acceptance sampling and testing, independent assurance testing, project materials certification, retention of sampling and testing records, verification of test procedures, calibration of testing apparatus and participation in the development and implementation of technical training for personnel involved in materials sampling and testing.

2020 Summary of Revision to the MQAP

The Construction Field Services (CFS) Division has revised the Materials Quality Assurance Procedures (MQAP) Manual. A brief description of the major revisions is presented below.

Table of Contents Content deleted from the manual has resulted in subsequent chapters in the manual being re-indexed. The Table of Contents has been updated to reflect the changes.

Manual Section

1.04 Deleted reference to QPL from this section.

1.05 Deleted reference to random number table previously removed from this section.

2.02 Minor editorial changes to this section.

2.06 Added requirement to document the name and facility of the Approved Manufacturer of Portland/Slag Cement to the certification when certified by a distribution facility.

2.08 Removed reference to brick and block as they are no longer accepted by Approved Manufacturer certification. Removed reference to Manhole Bases being exempted from this procedure as they are now required to be manufactured in accordance with this section. Clarified the requirements for when quality assurance inspections of culverts is required.

3.04 Deleted the Prestressed Structural Precast Concrete Fabrication section. This content has now been incorporated into the new Structural Fabrication Quality Manual.

3.05 Deleted the Structural Steel Fabrication section. This content has now been incorporated into the new Structural Fabrication Quality Manual.

4.03 Editorial changes made to this section. Reformatted the MDOT Round Robin Testing Program Laboratory Audit Checklist information found in Appendix B.2 of section 4.03.02.

2019 Summary of Revisions to the MQAP

The Construction Field Services (CFS) Division has revised the Materials Quality Assurance Procedures (MQAP) Manual. A brief description of the revisions is presented below.

Manual Section

Table of Contents Content deleted from the manual has resulted in subsequent Chapters in the manual being re-indexed. The Table of Contents has been updated to reflect the changes.

1.02 Deleted reference to Tested Stock in 1.02.02.B and 1.02.03.D.

1.04 Deleted reference to tested stock in 1.04.03.A.3. Added language requiring submittal at or prior to the pre-construction meeting. Added language requiring electronic signature of the MSL per 12SP-104E.

1.06 Added clarification to 1.06.02.A to describe the use of the maximum VI quantity limit. Deleted 1.06.02.C reference to Tested Stock Materials.

2018 Summary of Revisions to the MQAP

The Construction Field Services (CFS) Division has revised the Materials Quality Assurance Procedures (MQAP) Manual. A brief description of the major revisions is presented below.

Manual Section

1.05 Removed this chapter as the content for random sampling by the cube root method is no longer used.

1.05 Renumbered Section 1.06 to 1.05. Removed Section 1.05.06 of this chapter as it is covered by other contract documents. Removed concrete coring information as it is covered by other contract documents. Removed the details pertaining to relocation of a core in relation to transverse direction and proximity to the edge of pavement. This direction is defined in other contract documents.

1.08 Renumbered Section 1.09 to 1.08. Removed section 1.08.03.E that documented the testing requirements for warehouse items.

3.01 Removed the requirement for qualified product listed materials to be documented via a general certification.

3.08 Added requirements for third party certification for qualification of new plants. Revised section 3.08.12 to include annual requirements for plant certifications.

4.04 Added requirements for submittal and processing of the Materials Source List (form 501).

The Construction Field Services (CFS) Division has revised the Materials Quality Assurance Procedures (MQAP) Manual. A brief description of the major revisions is presented below.

3.03 Removed “902.01 Aggregates - See Section 3.04.08 of this manual.” from the Schedule No. 2 Special Instructions. Removed “904.03C Emulsified Asphalt - See Section 3.06.06 of this manual.” from the Schedule No. 2 Special Instructions as this process is not applicable to the Region Materials staff. Added Operations Field Services sampling responsibilities for Pre-stressing Strand to the Schedule II Certification Verification Special Instructions.

2016 Summary of Revisions to the MQAP

The Construction Field Services (CFS) Division has revised the Materials Quality Assurance Procedures (MQAP) Manual. A brief description of the major revisions is presented below.

3.01 Revised the Certification Documentation requirements. Eliminated the quantity requirement, clarified that the material can be certified by the contractor, and included language to clarify the general certification requirements of QPL products.
